Hawaii is a full practice act state for structural engineering.  To practice as a structural engineer, one must be a fully licensed structural engineer in this state. Civil professional engineers may practice in the branch of structural engineering, but Hawaii requires a structural engineer’s seal on construction documents in order to obtain a building permit.
